Open educational resources in education: efficiency, targeting, perspective

The article is devoted to the study of theoretical and practical issues of developing open educational resources in the higher education system. Currently digital technology moved into the category of social, because observed coverage of users of all levels of social institutions — family, educational organizations, society. Concerning digital technology is a consumer base of «open educational resources». This term is a new, actively entered in scientific terminology of Kazakhstan scientists. Foreign scientists entered a concept as technology of «open educational resources (OOR) ». So, according to Atkinson J. and Mac Andrew P. the concept «open educational resources» means «free provision of educational resources with using information and communication technologies for study, use, adaptation by users for non-commercial purposes. The main mission of this technology is availability of quality education at all levels of socialization of the personality and for any user in the world. The authors analyze the features of social technologies, their impact on the educational process on the example of universities in the Aktobe region (1K. ZhubanovAktobe Regional State University, Baishev University, Kazakh-Russian International University).
